Your profile is necessarily available to all employers. So, even if your match percentage isn’t high, they can view your profile and make an offer. It is hidden from other applicants. From the My Profile page you can choose if you want employers to search for your profile. If you choose No in the "Allow Employers to search for Profile" field, Employers wont see your profile.
